Step 1
Open a new at least 300x300 pixels with a transparent bg. Press the D key to reset your colors. Now go to Filter-Render-Clouds. Then press Alt+Shift+Ctrl+L to contrast it. Now add a new layer and fill it in with any color blue, then set the mode to color.

Step 2
Merge your layers then go to Filter-Artistic-Plastic Wrap and leave it at its default settings. Duplicate the layer Ctrl+I on each layer. Set the top layers mode to Lighten.
Next on the top layer, go to Filter-Distort-Polar Coordinates and set it too Polar to Reactangular.

Step 3
Then go to Filter-Stylize-Wind and leave it at its default settings also. Now delete your bottom layer, and on the top go to Image-Rotate Canvas-90 CCW. Add a new layer, fill it in with a shade of blue and set the mode to Color, then your done...
