Step 1
Open a new document and set the site to at least 300x300 pixels. Now press the d key to reset your colors. Then go to Filter-Render-Clouds. Then go to Filter-Brush Strokes-Accented Edges and leave it set at its default. Now go to Filter-Sketch-Water Paper and leave it at its defaults also.

Step 2
Next go to Filter-Artistic-Plastic Wrap and leave it set at its defaults. Then go to Filter-Distort-Polar Coordinates and set it at Polar to Rectangular. Then go to Filter-Distort-Wave and use settings similar to the right.

Step 3
Now duplicate the layer and set the mode to Overlay. Then go Edit-Transform-Rotate 90 CCW and then add color. Then go to Filter-Render-Lighting effects and apply the same effects used in the image to the right. Then your finished.
