Step 1
Open a new at least 400x400 pixels. Press 'D' key to reset your colors. Now go to Filter-Render-Clouds, then go to Filter-Pixelate-Mosaic with settings: Cell Size: 15 pixels.

Step 2
Now go to Filter-Stylize-Emboss with settings: Angle:45 Height:5 Amount:120%. Next go Filter-Brush Stokes-Accented Edges and leave it at its default settings.

Step 3
Then go to Filter-Stylize-Fine Edges. You have your circuits, just give them color by pressing: Ctrl-U I used settings: Colorize Hue:220 Saturation:20 Lightness:0
